थोक मूल्य सूचकांक का आधार वर्ष 2011-12 में संशोधन : अब आधार वर्ष 2022-23 होगा
थोक मूल्य सूचकांक (डब्ल्यूपीआई) के आधार वर्ष को 2011-12 से संशोधित करके 2022-23 करने और उत्पादक मूल्य सूचकांक (पीपीआई) के संकलन को सक्षम प्राधिकारी ने 25.05.2026 को आयोजित अपनी बैठक में अनुमोदित कर दिया । इससे पहले, अनुशंसित संकलन पद्धति को मूल्य और जीवन यापन लागत सांख्यिकी पर तकनीकी सलाहकार समिति (टीएसी) (एसपीसीएल) द्वारा अनुमोदित किया गया था। बाद में, इस पद्धति को राष्ट्रीय सांख्यिकी आयोग (एनएससी) के समक्ष भी प्रस्तुत किया गया था।
डब्ल्यूपीआई (2022-23) की नई श्रृंखला की मुख्य विशेषताएं
(1) वस्तुओं की संख्या में वृद्धि : वस्तुओं की कुल संख्या 697 से बढ़कर 957 हो गई है;
(2) विद्युत के अंतर्गत नई और नवीकरणीय ऊर्जा का समावेश: सौर और पवन जैसे ऊर्जा के नए स्रोतों को 'विद्युत' समूह के अंतर्गत जोड़ा गया है। इसके अतिरिक्त, परमाणु बिजली को भी इसमें शामिल किया गया है;
(3) ऊर्जा कीमतों पर नज़र रखने के लिए सुसंगत और एकीकृत संरचना: कच्चे पेट्रोलियम और प्राकृतिक गैस को 'प्राथमिक वस्तुओं' से 'ईंधन और बिजली' में स्थानांतरित कर दिया गया है। इस समूह में पहले से ही कोयला, बिजली और पेट्रोलियम उत्पाद जैसे अन्य प्रमुख ईंधन शामिल हैं। यह पुनर्गठन बेहतर तालमेल स्थापित करने में सहायक होगा;
(4) भार निर्धारण हेतु बेहतर कार्यप्रणाली: डब्ल्यूपीआई (2022-23) के लिए भार तैयार करने हेतु सकल उत्पादन मूल्य (जीवीओ) का उपयोग किया गया है। वहीं दूसरी ओर डब्ल्यूपीआई 2011-12 श्रृंखला में शुद्ध व्यापार मूल्य यानी जीवीओ + आयात - निर्यात का उपयोग किया गया था, क्योंकि जीवीओ पर आधारित भार उत्पादक के दृष्टिकोण से वस्तुओं के आर्थिक महत्व को बेहतर ढंग से दर्शाते हैं और वे घरेलू उत्पादन का प्रतिनिधित्व करते हैं;
(5) बेहतर गणना पद्धति: प्राथमिक सूचकांकों को दीर्घकालिक सूत्रीकरण विधि के स्थान पर श्रृंखला-आधारित विधि का उपयोग करके अल्पकालिक सूत्रीकरण द्वारा संकलित किया जा रहा है (जैसा कि वर्तमान श्रृंखला में प्रचलित है);
(6) मूल्य डेटा में कमी को पूरा करने की बेहतर विधि: डब्ल्यूपीआई की मौजूदा श्रृंखला में उपयोग की जा रही 'कैरी-फॉरवर्ड' विधि के स्थान पर 'लक्षित माध्य इम्पुटेशन' विधि का उपयोग किया गया है;
(7) सम्बंधित तथ्य: सम्बंधित तथ्य की गणना वित्तीय वर्ष 2024-25 के लिए डब्ल्यूपीआई की पुरानी और नई श्रृंखला के बारह महीने के सूचकांकों के ज्यामितीय माध्य के अनुपात के रूप में की गई है। यह सभी वस्तुओं और प्रमुख समूहों के लिए उपलब्ध होगा।
15 JUN 2026 कोडीपीआईआईटी का आर्थिक सलाहकार कार्यालयद्वारा 2022-23 को आधार वर्ष मानते हुए थोक मूल्य सूचकांक (डब्ल्यूपीआई) की संशोधित श्रृंखला जारी । यह नई श्रृंखला 2011-12 को आधार वर्ष मानते हुए विद्यमान डब्ल्यूपीआई श्रृंखला का स्थान लेगी।
Base Year of Wholesale Price Index ( WPI ) Revised from 2011–12 to 2022–23
The revision of the Base Year of Wholesale Price Index (WPI) from 2011-12 to 2022-23 and compilation of Producer Price Indices (PPIs) has been approved by the competent authority in its meeting held on 25.05.2026. Earlier, the recommended compilation methodology was approved by the Technical Advisory Committee (TAC) on Statistics of Price and Cost of Living (SPCL). Subsequently, the methodology was also presented before the National Statistical Commission (NSC).
Key highlights of the new series of WPI (2022-23):
(1) Increased number of Items: The total number of items has increased from 697 to 957;
(2) Inclusion of New and Renewable Energy under Electricity: New sources of energy, such as Solar and Wind, have been added under ‘Electricity’ Group. In addition, Nuclear Electricity has been included in the basket;
(3) Coherent and Integrated Structure for Tracking Energy Prices: Crude Petroleum and Natural Gas has been shifted from the ‘Primary Articles’ to the ‘Fuel and Power. This reorganization would lead to better alignment, as this group already houses other major fuels such as coal, electricity, and petroleum products;
(4) Improved Methodology for Derivation of Weights: Gross Value of Output (GVO) has been used for preparing weights for WPI (2022-23) as compared to Net Traded Value i.e. GVO + Imports – Exports, used in WPI 2011-12 series since the weights based on GVO reflect the economic significance of commodities in a better way from the producer’s perspective, as they represent domestic production;
(5) Improved Computation Methodology: The elementary indices are being compiled using short-term formulation using chain-based method, in place of long-term formulation method (as practiced in the existing series; and
(6) Improved Method for Imputing Missing Price Data: ‘Targeted Mean Imputation’ method has been used, in place of ‘Carry-forward’ method being used in the existing series of WPI.
(7) Linking Factor : The Linking Factor has been computed as ratio of geometric means of the twelve month indices of old and new series of WPI for the financial year 2024-25. This will be available for All Commodities and the Major Groups.
15 JUN 2026 The Office of Economic Adviser, DPIIT released the revised series of WPI with base year 2022-23. The new series will replace the existing series of WPI with base year 2011-12. [Source : PIB]
